Sounds like filler to me. Most engines ignore keyword tags right now. They know that people are abusing the tag. There is much that goes well in qualifying. The "honest" Guy just has to learn to optimize. Google and Yahoo have millions of sites to monitor. Go to Google and the site report. It will take months for to do something with all websites.
